Part 38: The University of Sanctuary Steering Subcommittee of Education Committee

Regulations created on 31 May 2024 (Gazette, Vol. 154, p. 438, 16 May 2024).

38.1. The University of Sanctuary Steering Committee shall consist of:

(1) a chair appointed by the Vice-Chancellor on the recommendation of Education Committee;

(2) a representative of the University’s Refugee Studies Centre;

(3) a representative from Colleges with College of Sanctuary Status;

(4) the Head of Student Fees and Funding, or their nominee;

(5) one of the sabbatical trustees of Oxford University Student Union as may be agreed between them;

(6) a representative from Oxford University Development Office;

(7) a person elected by the Conference of Colleges;

(8)–(11) four persons elected by the Divisions;

(12) a representative of City of Sanctuary;

(13) the University’s designated coordinator for Oxford Sanctuary Community (or equivalent);

(14) a student representative current student with lived experience of forced displacement;

(15–16) up to two external members with relevant expertise.

38.2. Other members of the University will be invited to attend meetings for relevant agenda items.

38.3. With the approval of the Education Committee on each occasion, the subcommittee may co-opt up to two additional members

38.4. Elected, appointed or co-opted members shall hold office for a period of three years and shall be eligible to serve for a total period of six years.

38.5. The University of Sanctuary Steering Committee shall be a subcommittee of Education Committee and shall be responsible to Education Committee for the oversight and strategic direction of University activities which support people with displacement backgrounds.

38.6. In the exercise of its responsibilities the Steering Committee shall:

(a) provide strategic direction for University-led activities which support people with displacement backgrounds;

(b) monitor progress in achieving the actions identified in the institutional University of Sanctuary Award;

(c) oversee new and existing University scholarship schemes which support people with displacement backgrounds;

(d) oversee renewal applications for the University of Sanctuary Award;

(e) review, assess, and award College of Sanctuary status to individual Oxford colleges and private halls based on clearly defined criteria;

(f) make an annual report to Council via Education Committee on the work of the subcommittee.

38.7. The subcommittee shall meet at least twice per year.
