Nominations

Hard copies of nomination forms will not be processed. Completed nomination forms should be sent as an email attachment to the Elections Office by 4pm on 13 May. At least one nomination in respect of each candidate must be made on an official nomination form.  Please ensure that the nominators listed in section D are also copied into the email when the nomination form is submitted, as this will act as verification of the nomination in lieu of supplying original signatures.

General requirements and eligibility

All candidates are asked to note the general requirements which apply to all committee members, as set out in Council Regulations 14 of 2002 (General Regulations of Council for Committees).  Current members seeking re-election are also asked to check for specific restrictions on consecutive service. Candidate’s statement

Candidates are invited to include with their nomination forms a written statement of no more than 250 words, setting out their reasons for standing and qualifications for the office being sought. In the event of a contested election, these statements will be published both on-line and in the Gazette.

Contested elections

In the event of a contested election, the successful candidates will be determined by an electronic ballot. A registration email with further instructions will be sent to eligible voters on Wednesday 26 May, using the email addresses provided in the electronic register of Congregation (NB with few exceptions, notably clinical staff, this will be the work address ending ‘ox.ac.uk’). Voters will need to respond to the email to confirm their registration and to receive links to the candidate statements and to vote. Candidates’ statements will also be published in the Gazette dated 27 May. Voters may wish to read these statements before completing their electronic vote. The voting period will close at 4pm on 10 June.

Uncontested elections

If the number of nominations received by the closing date is no more than sufficient to fill the vacancies, the candidates nominated shall be deemed to be duly elected as of the close of the nomination period on Thursday, 13 May. When required, places will be allocated according to academic standing, as defined in Council Regulations 22 of 2002, Part 2: Academic Precedence and Standing. If the number of nominations received by the closing date is less than sufficient to fill the vacancies, those candidates nominated will be deemed elected unopposed, and the remaining vacancies will lapse, in which case, in accordance with the regulations, the places must remain vacant until appointments are made jointly by the Vice- Chancellor and Proctors.

Period of office

All vacancies are from the beginning of MT 2021 unless otherwise stated. In accordance with Congregation Regulations 2 of 2002, in any election where vacancies are to be filled for periods of different length, the elected candidates shall hold office so that the tenure of those who receive more votes shall be longer than that of those who receive fewer votes; but if the election is uncontested or if two candidates receive the same number of votes, the candidate senior in academic standing shall hold office for the longer period.

General Information about this constituency

This constituency is comprised of four members of Congregation elected by Congregation from members of the faculties in the Divisions of Mathematical, Physical and Life Sciences and of Medical Sciences.

Elections to this constituency restrict candidates to members of the faculties in the Divisions of Mathematical, Physical and Life Sciences and of Medical Sciences. This means that all members of Congregation are eligible to nominate a candidate or to vote, but prospective candidates who want to stand for election must be a member of one the faculties in the Divisions of Mathematical, Physical and Life Sciences and of Medical Sciences. (A list of these can be found in Statute VII).

Nominations from a diverse range of Congregation members are encouraged, particularly those from underrepresented groups.

The terms of reference and membership of Council are set out in Statute VI.

Elected members of Council will ordinarily be expected to serve on a small number of other committees (typically between one and three, usually including at least one of the main committees of Council, ie Education Committee, General Purposes Committee, Personnel Committee, Planning and Resource Allocation Committee, Research and Innovation Committee). Schekochihin

Professor Alexander Schekochihin, MA (Oxford), BSc (MIPT), MA, PhD (Princeton), Fellow of Merton, Department of Physics

Candidate statement:

I am a Professor of Theoretical Physics and a Tutor at Merton. I was educated in Russia and the US and worked at three universities in the US and UK before coming to Oxford in 2008. My research interests are in plasma (astro)physics, ranging from thermodynamics of galaxy clusters to magnetic-confinement fusion for clean energy production. I have a fair amount of experience of college and departmental governance; a big task that was particularly rewarding (intellectually) and revealing (of how things work) was helping set up and run the new MMathPhys degree, for which I am currently Chair of Examiners. During the 2018 pension crisis, I was deeply involved in the campaign that persuaded Council to declare protecting pensions a top priority. The most immediate challenges that, if elected, I expect to face as a member of Council are how to resolve the 2021 pension crisis without detriment to employees; how to stop the decade-long erosion of salaries; and how to enable merit-based access to Oxford education, undergraduate and postgraduate, for a diversity of talent from across the world, a task that has been made more pressing by the extension of overseas fees to all non-UK students; convinced of the merits of academic self-governance, I will also do all I can to keep Council accountable to Congregation in a meaningful way. I believe that the University’s first priority must be its people – students, faculty, staff – as the University is only ever as excellent and as happy as they are. 

Ariana

Candidate statement:

As a member of the collegiate University since 2003, I have benefited from inspiring colleagues, a nurturing environment and extraordinary students. I have been afforded the opportunity to contribute to an increasingly diverse and inclusive community of global health leaders. I work continually to realise the University’s strategic priority of fostering inclusive and supportive environments to further enhance diversity and innovation. As course director for the MSc in International Health and Tropical Medicine, I have extended opportunities for access for under-represented students from LMICs with tremendous potential to effect positive change in their contexts through securing more than £3,600,000 in graduate scholarships. I recognise that recruiting students from disadvantaged backgrounds necessitates efforts to support them to succeed. This involves creative curriculum design and teaching innovations. I am immensely proud to have been recognised by Oxford SU with six teaching awards to date, including the Special Recognition Award, and by MSD with a Major Educator Award. I share my passion for teaching through Divisional teacher training workshops as well as workshops across our Oxford Tropical Medicine sites in Thailand (MORU and SMUR), Vietnam (OUCRU) and Kenya (KEMRI). As a current member of the University’s Education Committee, I engage with discussions and help inform educational policy decisions. I have also contributed to the Student Attainment Gap Working Group to address a significant challenge to meaningful inclusion efforts.

On Council, I will draw on my experience to advocate for accountability on commitments to diversity, inclusion, educational innovation and the well-being of our community.

Bhaskaran

Professor H Bhaskaran, MA (Res, Oxford), BE (COEP), PhD (Maryland), Wolfson College, Faculty of Materials

Candidate statement:

I am keen to represent the interests of the experimental sciences that require laboratory and other shared infrastructure within the University community, which are primarily based in MPLS and MSD. As an experimentalist working in the Department of Materials, I have seen how crucial it is for students as well as academic staff to engage actively in work within such shared or specialized facilities to enhance human understanding and knowledge. Indeed, such experimental work is often the catalyst for true breakthroughs in the sciences, and for transformative social change. Thus, University decision making requires active representation of areas that overlap with and rely heavily on such infrastructure.  I hope to actively represent the creativity involved in experimental work that uses physical resources, and the challenges associated with it. I would inform decision making on ways and means to effectively champion such work within the collegiate University. I bring in experience across industry and academia as well as a global network into the role, which might help Council develop effective benchmarks for goal setting.
