Result

On Thursday 10 June 2021 the following was duly elected to Council to hold office from MT2021 until the start of MT 2025:

Nominations

Hard copies of nomination forms will not be processed. Completed nomination forms should be sent as an email attachment to the Elections Office by 4pm on 13 May. At least one nomination in respect of each candidate must be made on an official nomination form.  Please ensure that the nominators listed in section D are also copied into the email when the nomination form is submitted, as this will act as verification of the nomination in lieu of supplying original signatures.

General requirements and eligibility

All candidates are asked to note the general requirements which apply to all committee members, as set out in Council Regulations 14 of 2002 (General Regulations of Council for Committees).  Current members seeking re-election are also asked to check for specific restrictions on consecutive service. Candidate’s statement

Candidates are invited to include with their nomination forms a written statement of no more than 250 words, setting out their reasons for standing and qualifications for the office being sought. In the event of a contested election, these statements will be published both on-line and in the Gazette.

Contested elections

In the event of a contested election, the successful candidates will be determined by an electronic ballot. A registration email with further instructions will be sent to eligible voters on Wednesday 26 May, using the email addresses provided in the electronic register of Congregation (NB with few exceptions, notably clinical staff, this will be the work address ending ‘ox.ac.uk’). Voters will need to respond to the email to confirm their registration and to receive links to the candidate statements and to vote. Candidates’ statements will also be published in the Gazette dated 27 May. Voters may wish to read these statements before completing their electronic vote. The voting period will close at 4pm on 10 June.

Uncontested elections

If the number of nominations received by the closing date is no more than sufficient to fill the vacancies, the candidates nominated shall be deemed to be duly elected as of the close of the nomination period on Thursday, 13 May. When required, places will be allocated according to academic standing, as defined in Council Regulations 22 of 2002, Part 2: Academic Precedence and Standing. If the number of nominations received by the closing date is less than sufficient to fill the vacancies, those candidates nominated will be deemed elected unopposed, and the remaining vacancies will lapse, in which case, in accordance with the regulations, the places must remain vacant until appointments are made jointly by the Vice- Chancellor and Proctors.

Period of office

All vacancies are from the beginning of MT 2021 unless otherwise stated. In accordance with Congregation Regulations 2 of 2002, in any election where vacancies are to be filled for periods of different length, the elected candidates shall hold office so that the tenure of those who receive more votes shall be longer than that of those who receive fewer votes; but if the election is uncontested or if two candidates receive the same number of votes, the candidate senior in academic standing shall hold office for the longer period.

General Information about this constituency

This constituency is comprised of three members of Congregation, not necessarily being members of any division and not in any case being nominated in a divisional capacity, who shall be elected by Congregation.

Elections to this constituency does not restrict candidates to members of the faculties in the academic Divisions. This means that all members of Congregation are eligible to stand for election, to nominate a candidate or to vote.

Nominations from a diverse range of Congregation members are encouraged, particularly those from underrepresented groups.

The terms of reference and membership of Council are set out in Statute VI.

Elected members of Council will ordinarily be expected to serve on a small number of other committees (typically between one and three, usually including at least one of the main committees of Council, ie Education Committee, General Purposes Committee, Personnel Committee, Planning and Resource Allocation Committee, Research and Innovation Committee). Daley

Professor O.P. Daley, BSc (Middlesex), PGCE, MA (London), Fellow of Jesus College, Sub-faculty of Geography

Candidate statement:

I have been a member of the University since 1991 when I was appointed University Lecturer in Human Geography and Tutorial Fellow at Jesus College. In 2016, I was appointed Professor of the Human Geography of Africa. In that time, I have served on, and chaired, several committees and working groups, taught thousands of Oxford students and learned a tremendous amount regarding the inner workings of our institution. In 2015-16, I was the University Assessor. This position enabled me to gain specialised knowledge of almost all the University’s operations and Council sub-committees, from Education to Buildings and Estates. I have also accumulated considerable knowledge about the operations of colleges in my role as Vice-Principal of Jesus College, which ends this academic year. From 2012 to 2015, I was a committee member of the Oxford branch of the University and College Union, where I served as Equalities Officer and sat on the Negotiating Committee. I am currently a member of the University’s Race Equality Task Force and I chair one of our subcommittees. Coming from a Black British Caribbean background, I bring a distinct and transcultural perspective to Council. I am deeply committed to ensuring that the academic mission of the university is central to all decision-making and that the wellbeing of students and staff is prioritised.

 

Robertson

Dr Duncan Robertson, MA DPhil (Oxford), BSc (Imperial), Fellow of St Catherine's College, Faculty of Management

Candidate statement:

The strengths of the University have been clear to see in the national and international response to Covid, from the advice given to Government through SAGE and its committees through to the coordination of the RECOVERY clinical trials and the development of the Oxford/Astra Zeneca vaccine. We can be very proud of the University’s contribution.

The University has however been through an exceptional period of emergency Covid governance, and it is important that, as we recover from the emergency measures and move to more routine yet no less critical business – pensions funding; academic independence; changing Government funding and policy priorities; attractiveness of the University for the best academics and access to the University for the best students – that democratic governance measures in the University are re-established and revitalized.

I was elected a Fellow of St Catherine’s College in 2010 and completed my DPhil in 2005 at Christ Church. I teach at Trinity College and St Hugh’s. My research concentrates on the intersection of social and physical processes, and I have spent much of the year analysing and modelling policy responses to the Covid crisis.

Before moving to academia, I was an undergraduate at Imperial College London where I studied physics. I then qualified as a Chartered Accountant before pursuing research in academic management. I intend to use these professional skills for good to engage with some of the more technical aspects of Council business whilst ensuring that Council retains its overarching responsibility of accountability to Congregation.
