Contested Election Result

On Thursday, 23 November 2023, the following was duly elected to the Medical Sciences Divisional Board (Externally Funded Constituency) to hold office with immediate effect until the start of MT 2025:

The nomination period for this election closed at 4pm on 26 October. This election was contested and the successful candidate was determined by an electronic ballot. An email with further instructions was sent to eligible voters on Wednesday, 8 November, using the email addresses provided in the electronic register of Congregation. Candidates’ statements were published online and in the Gazette dated Thursday, 9 November. The voting period closed at 4pm on Thursday, 23 November 2023.

Demeyere

Professor Nele Demeyere, MSc KU Leuven, PhD Birm, Faculty of Psychological Studies (Nuffield Department of Clinical Neurosciences)

I have been an externally funded researcher most of my academic career, from initial postdoctoral positions onto moving to a Principal Investigator role with external medical charity funding from the Stroke Association in 2015 and 2019 and now holding a senior research fellowship funded by an NIHR advanced fellowship award. I was Director of Undergraduate admissions at EP (2016-2022), and in that position served on the EP departmental Teaching Policy Committee and ADCOM over those 6 years. I moved from Experimental Psychology to NDCN in 2022, thereby now having experience in two of the departments within MSD.  Whilst the MSD board rightly has representation from some of the most senior members of the division, I believe I could add valuable new perspectives as a relatively early stage Principal Investigator.

The research reputation of our division and university depends in large part on externally funded researchers, who seem to experience both the best and worst parts of being in academia: the intellectual freedom to focus on truly valuable and important medical research with the insecurity of short term contracts and fixed term positions.  It is key that the voices of externally funded research staff are represented at all levels of governance in the university, and I would be honoured to be that voice on the Medical Sciences Divisional board.

Fowler

Professor Philip W Fowler, MA MSc Camb, PhD UCL, Faculty of Clinical Medicine (Experimental Medicine, Nuffield Department of Medicine)

Oxford can be a confusing complex place with many roles devolved to departments and divisions. Having been in the Medical Sciences Division for 17 years I’ve experienced many of them; first as a Postdoc in Biochemistry for ten years, then in NDM as a URL and latterly an Associate Professor based at the John Radcliffe Hospital. Before moving to Oxford I obtained an undergraduate degree in Physics then a PhD in Chemistry; an unusual yet increasingly typical path taken by biomedical researchers. Furthermore, I’ve lectured, tutored, examined, supervised DPhils, sat on committees and helped launch a start-up company and my research has spanned molecular simulation, citizen science, machine learning, genetics and antimicrobial resistance.

The Medical Sciences Board has a wide range of functions and powers, including developing and proposing strategic plans for the Division as a whole. Were I to be elected to the MSD Board from the constituency of externally-funded research staff I would seek to bring my interdisciplinary perspective which, I hope, would complement the extensive experience and expertise the Board already has.

Nominations

Hard copies of nomination forms will not be processed. Nominations must be made on an official  nomination form. Completed nomination forms must be sent as an email attachment to the Elections Office by 4pm on Thursday, 26 October. Please ensure that the nominators listed in section D are also copied into the email when the nomination form is submitted, as this will act as verification of the nomination in lieu of supplying original signatures.

General requirements and eligibility

All candidates are asked to note the general requirements which apply to all committee members, as set out in Council Regulations 14 of 2002 (General Regulations of Council for Committees). Current members seeking re-election are also asked to check for specific restrictions on consecutive service. Candidate’s statement

Candidates are invited to include with their nomination forms a written statement of no more than 250 words, setting out their reasons for standing and qualifications for the office being sought.

Contested elections

In the event of a contested election, the successful candidates will be determined by an electronic ballot. An email with further instructions will be sent to eligible voters on Wednesday, 8 November, using the email addresses provided in the electronic register of Congregation (NB with few exceptions, notably clinical staff, this will be the work address ending ‘ox.ac.uk’). Candidates’ statements will be published online and in the Gazette dated Thursday, 9 November. Voters may wish to read these statements before completing their electronic vote. The voting period will close at 4pm on Thursday, 23 November 2023.

Uncontested elections

If the number of nominations received by the closing date is no more than sufficient to fill the vacancies, the candidates nominated shall be deemed to be duly elected as of the close of the nomination period on Thursday, 26 October. When required, places will be allocated according to academic standing, as defined in Council Regulations 22 of 2002, Part 2: Academic Precedence and Standing. If the number of nominations received by the closing date is less than sufficient to fill the vacancies, those candidates nominated will be deemed elected unopposed, and the remaining vacancies will lapse, in which case, in accordance with the regulations, the places must remain vacant until appointments are made jointly by the Vice-Chancellor and Proctors.

Period of office

All vacancies are with immediate effect unless otherwise stated. In accordance with Congregation Regulations 2 of 2002, in any election where vacancies are to be filled for periods of different length, the elected candidates shall hold office so that the tenure of those who receive more votes shall be longer than that of those who receive fewer votes; but if the election is uncontested or if two candidates receive the same number of votes, the candidate senior in academic standing shall hold office for the longer period.

General Information about this constituency

This constituency is comprised of one person from among the externally-funded research staff who are members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies, who is elected jointly by the members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies.

Elections to this constituency restrict candidates to externally-funded research staff who are members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies. This means that all members of the four faculties within the Medical Sciences Division are eligible to nominate a candidate or to vote, but prospective candidates who want to stand for election must also be a member of externally-funded research staff.

The full term of office is four years (or less, when a by-election is held to fill the residue of the term of office for an elected member who is standing down early).
